About Us

Peg Elmer, AICP and Principal of C-R.o is a professional planner and long-­time environmental advocate with a 36 year track record of creating training materials and programs for state and local policy-­makers who make the day-­to-­day decisions affecting change in Vermont communities (on selectboards, planning commissions and development review boards). Smart growth land use policy, sustainable agriculture, planning for flood hazards, decentralized energy and community infrastructure have been her focus, as Peg has successfully addressed challenging technical, legal and training resource barriers by building broad coalitions resulting in solutions that remain effective over the long-­‐term.
